Why it matters here
British aircraft electrical work is assessed against Def Stan 00-970, not the American MIL-STD-704 — different documents under the same NATO agreement, STANAG 3456, rather than translations of one another. What both regimes have in common is that the hard part is sustained abnormality: hold a voltage out of tolerance, hold a frequency excursion, and prove the equipment under test rides it. A source sized for the steady state and not the excursion is the usual reason a test programme stalls.
